To access Strategy Builder on Smart Options:

Step 1: Hover on the ‘Trade’ tab in the top navigation bar

Step 2: Select ‘Strategy Builder’ from the dropdown menu

Here, you will be able to choose three different options: Pre-Built Strategy, Create your Strategy, Saved Strategy.
